Well, yes and no.  The msb *is* set iff the value is negative.  So copysign
can be done by 

  xor. tmp, mswx, mswx
  blt 0, 1f
  fneg hi, hi
  fneg lo, lo
1:

plus some additional data movement instructions.

Step 1, however, is getting IEEE quad precision stuff working...
