In m case used gcc configure options:
$(HOME)/pkg/build/gcc/src/gcc/gcc/configure                   --
prefix=$(HOME)/pkg/gcc --enable-threads=posix --with-gnu-as --with-gnu-ld --
enable-languages=c,c++

/usr/local/include/libintl.h exist.
