[Bug target/7013] [IA64] redeclaring volatile objects forces them always into long data

I can reproduce this with gcc-3.1 and gcc-3.2.3.  I can not reproduce this with
the gcc-3.3 branch in CVS.  I suspect this was fixed by a large 2002-05-18 patch
from Richard Henderson that completely rewrote how ENCODE_SECTION_INFO works.
