RTEMS specific fixes to Ada RTS to allow compilation

The RTEMS GNAT port does NOT use ATCB_Key but I had to find a way to initialize

it to make the compiler happy.	If there is a better way to initialize it, 
feel free to point it out.

The fixes are minor and only to eliminate compiler errors.
