[Bug libfortran/19280] New: Inconsistent licensing of libgfortran

libgfortran files are licensed under several licenses: some say GPL, some LGPL,
some GPL+exception. This has to be fixed before a release.  This msut be fixed
before a release.

This has been already discussed on the mailing list in the thread following
<http://gcc.gnu.org/ml/fortran/2004-09/msg00005.html>. I'm thinking Toon is
working on this, that's why I added him to the CC. He has mentioned a few rules
for deciding the license here <http://gcc.gnu.org/ml/fortran/2004-11/msg00155.html>.

I for one think that changing the complete library to GPL+exception is the right
choice, as there's no guarantee that there will be a reliable external interface
to any of the library's functions, and therefore its usability is closely linked
to using it in conjunction with a gfortran compiled binary.
