[Bug rtl-optimization/19235] [4.0 regression] GCC generates SSE2 instructions for AthlonXP which doesn't support them.

Confirmed with gcc 4.0.0 20050102. 
 
Adding Uros since he made recent patches in this area, and also Honza as
