[Bug libstdc++/19995] libstdc++ fails to build correctly on AIX 5.2

I disagree that this is a duplicate of 18033.

I applied the following patch to gcc-3.4.3:

Then completely reconfigured and started a rebuild of gcc, and I get the same
exact error.

Cannot run a 64-bit program on a 32-bit machine.
