[Bug ada/19489] gnat tools not buildable cross

Oh, drat, I may have figured it out. 
I need the gcc/libada.mk file produced during the build.  I believe there's 
something wrong with it, but until I see what's produced, I don't know exactly 
what.  Please attach to bug report.  :-)
