[Bug c++/25369] [3.4/4.0/4.1/4.2 Regression] use of inline function in template class leads to undefined reference

I can reproduce it with 3.4.5, 4.0.2, 4.0.3, 4.1.0 and 4.2.0.  But I cannot
reduce it right now.
