	PR bootstrap/21268
	* Makefile.in (ALL_CPPFLAGS): Include $(INCLUDES) at the
	beginning.  Remove $(INCLUDES) from all the rules, if following
	$(ALL_CPPFLAGS) or $(BUILD_CPPFLAGS).
