[Bug fortran/23371] New: internal compiler error when missing a module procedure

The following code is not standard Fortran, but generates an internal compiler
error. "gfortran-4.0 -c a.F90". I stumbled across it while trying to reduce the
code to reproduce another bug. Version is Debian 4.0.1-2.
