[Bug fortran/23209] New: array shape conformance not checked

Compiler doesn't produce valid error message for the following test case, where
two arrays are not comformable.

program test
integer ::a(2,2)
real :: b(4,4)
a=1
b=2.0
b = b + a
end program test

There is a PR #19754 and a patch in this regard but the patch emits the correct
 error message only when both arrays are of same type but with different shapes
but not in the above case.
