[Bug rtl-optimization/17427] [4.0 Regression] powerpc-linux does not bootstrap on HEAD with --disable-checking

I think I have a patch which fixes the problem.  The problem is that insn_invalid_p has side effects but 
since it is used in a gcc_assert it does not get called for --disable-checking.
