[Bug target/17492] New: gcc 3.4.2 does not work on OpenBSD elf

gcc does not currently work on the i386 architecture for OpenBSD, because
OpenBSD switched to elf.  I will attach a patch that seems to fix the problem. 
The patch may include some extraneous lines in config.gcc, because I'm not very
familiar with gcc's build system and internals.  However, for someone who
understands this stuff it should be pretty obvious how to fix the problem given
my patch.
