[Bug fortran/17815] New: Language name for --enable-languages should be "fortran" instead of "f95"

The language name that is understood by --enable-languages should be "fortran" 
instead of "f95".  On one hand, there is no "f77" any more that needs to be 
distinguished, and on the other hand several f2003 features will be supported.
