	Bug 14093
	* config/sh/sh-protos.h (sh_promote_prototypes): Declare.
	* config/sh/sh.c (sh_promote_prototypes): Remove declaration.
	Delete static from definition.
	* config/sh/sh.h (FUNCTION_VALUE): Add sh_promote_prototypes call.
