[Bug c++/15487] New: Fails to accept default arg

In this code:
class A{int j;};
A a;
template<typename B>
void C(B& b = a){}
int main() {
C(a);
C();
return 0;
}
the call C() using the default argument fails although the same argument is accepted when explicitly passed as C(a).
