[Bug driver/15275] New: driver does not change the specs for multilibs

With multilib, specs do not change so some things do not work as if that mutitlib was 
default.  So what I am requesting is a way to change the specs on the some of the 
options supplied to the driver, this will fix both PR 15186 and bug 3985.
