Since you are not competent to address this problem and I am also
barking up the wrong group in seeking a solution I guess I need to
locate the people responsible for the library

BTW: the quote from Harbison and Steele is nearly identical on page
277 of the first edition I purchased circa 1985.  This has nothing
to do with C99!
