[Bug c/14517] New: [3.4/3.5] change in behaviour wrt duplicate qualifiers

GCC 3.3 and prior did not warn for duplicate qualifiers; that GCC 3.4 does in
the case of

    const int a;
    const __typeof(a) b;

causes unavoidable warnings building the Linux kernel.
