[Bug c++/14408] New: [tree-ssa] Compile time / memory usage regressions

This shall be a placeholder PR for compile-time and memory-usage regressions of
tree-ssa with the tramp3d-v2.cpp testcase which is attached.

Current numbers are 20% / 800MB vs. 500MB for -O2 compilation and 25% / 380MB
vs. 280MB for -O0 compilation in comparison to the 3.4 branch.
