The reporter is correct in thinking that \-newline is processed before all
directives.

GCC's behavior is correct, but not for the reason stated.  The difference
between the two examples is simply that in the first case, the \-newline occurs
after non-whitespace characters; in the second, it occurs at the beginning of
the line.  Thus, in the second case, after the \-newline is removed, the
following #endif is still at the beginning of a line and is still executed.
