[Bug c/15861] New: mudflap: need to emit static object registration before any c++ static constructor calls

GROFF's ctypes frontend classes evoke a bug, where a static class constructor
(cset_init) makes use of static objects.  The static objects (ctype mirror arrays)
were not yet registered with the runtime even as cset_init:: ctor was run.  Bad
juju.  Consider use of constructor priorities to get mudflap static object
registrations ahead of any c++ crud.  Or something.
