[Bug tree-optimization/15791] New: fold misses that two ADDR_EXPR of an arrary obvious not equal

Noticed this when looking into PR 15779
int b[2];
int f()
{
  return &b[0] == &b[1]; //should be zero
}

It does dect if b[1] was say c[0].
