[Bug fortran/16674] Invalid code in specification expression accepted

This is indeed a difference between Fortran 95 and Fortrtan 90, and the code is
valid Fortran 95. See section 7.1.6.2 of the standard. I'm closing this as
resolved/invalid, as this is no bug. If someone thinks that we should allow
-std=F90 and deal with this issue, please reopen as an enhancement request.
