When using gcc3.2.3 and later, I get 
  g/x> ./a.out  
  The value of env LANG: fr_CA 
  name of user preferred locale: fr_CA 
which it seems to me is what you want. 
 
In fact, as you say yourself: it works with 3.2.2 already, just  
not with 3.2.0. So it is fixed. What's the point then?
