[Bug SWING/16495] New: Timers are not firing actionevents

Timers are not firing actionevents to their listeners. Try out the attached test
case.

Sliders, scrollbars, and progressbars are all broken, but they seem to be caused
by this bug. Need to verify that they work afterwards.
