Update: the actual ANSI (ISO) standard and Rationale mention in section 
6.11.2 (Future language directions) that the current legal usage of 'extern' is 
likely to change (to be more along the lines of what gcc seems to be doing), 
where 'extern' will never denote internal linkage. 
 
This makes this "bug" even less significant.
