[Bug bootstrap/16340] New: Add support of ARM946E-S cpu in arm target.

The Nintendo DS console is coming and the homebrew communauty need a good C
compiler for this machine. However, the main cpu used in the NDS isn't yet
supported in GCC 3.4.0 (latest stable version). It's a ARM946E-S, member of the
ARM9E family.
