[Bug c/13814] [3.4/3.5 Regression] Bootstrap failure compiling libmath/[nan,copysign,signbit].c

I was going to report this for openbsd which also uses libmath.  This really effects anything that 
uses libmath and this is really a C front-end problem and is caused by:
2004-01-21  Zack Weinberg  <zack@codesourcery.com>

        * c-decl.c (merge_decls): Kill different_binding_level and
        different_tu arguments; simplify throughout.
        (duplicate_decls): Likewise.
        (pushdecl, merge_translation_unit_decls): Update calls to
        duplicate_decls.

Zack could you look into this, I think we really should change libmath (part of libstc++) but  now 
the C front-end and C++ front-end act differently with respect to builtins.
