[Bug fortran/13773] New: Incorrect diagnosis of restricted function

The following code: 
  Integer Function mycount( inarray ) 
 
    Implicit None 
 
    Integer, Dimension(5) :: inarray 
    Integer, Dimension(Sum(inarray)) :: tt 
 
    mycount = 1 
 
  End Function mycount 
 
gives the error 
parabrisas% g95 tt.f90  
 In file tt.f90:6 
 
    Integer, Dimension(Sum(inarray)) :: tt 
                      1 
Error: Intrinsic function 'sum' at (1) is not a restricted function 
 
By my reading of s7.1.6.2 (and Intel's and Lahey's) this is, however, a 
restricted expression and should be allowed.
