[Bug bootstrap/12596] configure setting --with-libiconv-prefix doesn't get passed to gcc-subdir

Reminder, this bug is still awaiting feedback. Does /usr/local appear in any of your include paths 
(can grep through Makefiles to find out...). Thanks.
