You might want to submit a bug report into our bugzilla bug database.
We don't track messages sent to gcc-bugs, so nothing further is likely
to happen without a bugzilla bug report.
Both of these problems are target libiberty configure problems.
It looks like the --with-newlib configure flag did not make it into the
target libiberty configure. libiberty configure has support for this
flag, and if set, it disables the library features tests that use link
tests. Instead, we just substitute the list of library routines that we
know we need when using newlib. So we should have never tried a link
test to see if the cross compiler could build executables. If you look
at config.status in the m68k/libiberty directory, it should mention that
--with-newlib was one of the options passed to configure.
Building regex.c is correct. It should have built. configure adds in
flags pointing at the newlib header files so that we can find sys/types.h.
I suspect that your newlib links are broken in your tree. newlib and
libgloss should exist next to gcc in the top level directory.
