[Bug c++/14186] [3.4/3.5 Regression] enum in base class conflicts with derived class

Just like PR c++/14208, another regression caused by Mark's patch to c++/14086. 
I guess it could be enough to check DECL_CONTEXT but I'll leave this to him.
