[Bug other/10584] [3.5 regression] ICE in copy_insn_list with __inline__ and -finstrument-functions

Fixed on 3.4 branch by disabling inlining when using -finstrument-functions, as
suggested by Zack and Nathanael.  Still broken in 3.5, but it should be fixed
when tree-ssa is merged in.
