[Bug target/14037] bootstrapping fails when configured with --with-cpu=601

nabs is not PPC601 specifc but POWER specific, just that the 601 was not a true PowerPC chip so it 
contains POWER instructions also as it was a transition chip.

The problem is the way the rs6000 backend is, it needs to be fixed.
