I agree with you, especially since we accept the following:

template <typename X> void h(X x) {}
int B(void);

void foo(void)
{
  h<int()>(B);
}

I think that wherever we perform *this* decay conversion we have to perform 
also the array-to-pointer decay conversion. Somewhere deep into pt.c :)
