I think this was caused by:
2004-06-23  Mark Mitchell  <mark@codesourcery.com>

        * Make-lang.in (cp/lex.o): Do not depend on cp/lex.h.
        (cp/decl.o): Likewise.
        (cp/decl2.o): Likewise.
