This warning was designed to fire in this case:

  template <typename T> struct B {
    class I {};
  };

  template <typename T> struct D : public B<T> {
    friend class I; /* This is not B<T>::I */
  }

However, it depended on the implicit-typename extension.  We no longer do any
lookup in base classes at all, nor should we, just to get this warning.

Therefore, I'm closing this as WONTFIX.
