[Bug middle-end/15116] New: ICE in create_tmp_var_for with nested functions

The following code cuses an ICE in create_tmp_var_for, at tree-nested.c:139 
 
This is a C version of compile/contained_2.f90 
 
void foo () 
{ 
  int a[10]; 
  void bar() 
    { 
      a[0] = 0; 
    } 
}
