[Bug optimization/14737] Purge political statement from -ffast-math docs

I understand perfectly well _what_ the documentation says. I object to the _way_ it 
does it. We don't need to use the documentation of a flag to remind our fellow-developers  
that they should not change something in the behavior of optimization flags, and we also 
don't need to lecture users about what they may want or don't.
