The issue has been in "Open" mode, the next logical step is "Review"
stage, which is still way from getting in the WP.  I know of couple of
issues that have been either "Review" or "Ready" stage and suddendly
gets back to "Open" (yes, that is unfortunate, but think of the effect
of applying a patch and disapplying it again on the released
compilers); so I believe Andrew's decision was wise and proactive as well.
