I believe current versions of HPUX 11 do indeed enable wchar_t without any
additional work. Check with the current gcc-head.

In addition, there is some work that is being checked in today for
libstdc++/6072 that will relax these requirements. Please check to see if this
is still a current issue with gcc head.
