Fixed on mainline by Nathan's patch for PR 11922.

We now issue the error message

bug.cc: In member function `void X<T>::foo() [with T = Z]':
bug.cc:21:   instantiated from here
bug.cc:5: error: `T::y' names a type, but a non-type is expected
