Confirmed on IRIX 6.[25], Tru64 UNIX V4.0F/V5.1B, and Solaris 8 with /bin/sh,
/bin/ksh.  You get this error when trying to shift with $# = 0.

This is definitely Phil's patch.  Please fix asap since this breaks IRIX 6
bootstrap and is wrong everywhere else as well.
