After the recent checkins to fix PR10996, a GCC release or pre-release tarball
will not be able to built on a system without bison or flex.

In addition, a user without makeinfo will no longer get documentation generated.

I'm assigning this bug to myself and have a framework in mind for fixing it. 
Patches forthcoming in the next few days.
