The reduced test case shows two messages which are not actually the same: one cites (int, int) vs. (signed char, signed char), the other cites (int, int) vs. (unsigned char, unsigned char). Arguably these are both usefull because one of the args is signed char and one is unsigned char (well, maybe not very useful :-). 

However. the original report show *three* messages, two of which are *identical*. May I suggest that you revert to the original test, or find a new reduction showing actual duplicate messages. BTW, I think the third (duplicate) message requires that the unused (short, short) overload be present; it seems to go away if that overload is removed, as in the reduced case from bangaerth.
