I believe my last comment was pretty accurate as to why I put it into waiting.
In addition I've never seen gcc/config/mips/a.out.h so my guess is that it might
be something from the host. Now, since mipsel-cass-elf doesn't exist in gcc and
only alpha targets use mips-tfile we should probably have it depend on something
in the alpha directory.
