Nope. It works to create new bugs. I wasn't aware it handled feedback 
as well, i was told it was only for gccbug submissions, so that is the 
format it understands.

I'll make it verify the report has required fields filled in, so that 
it doesn't create pointless bugs.
It already makes sure that the body isn't completely empty, but i would 
imagine this isn't the case in your situation.

Adding comments, either through email, or the web interface, 
automatically emails the parties involved who want email of that type 
(Bugzilla has a ton of email preferences so you can make it only send 
you email about changes you care about).

You can email gcc-bugzilla with a subject like "Bug 10911", and it'll 
make a new comment with the text of the message.
