[Bug 10804] New: [3.4 regression] missing implicit instantiation of template static methods

FYI, I took care of it sending out bug mail for "New" reports that
weren't really "New" (time wise).
Artifact of conversion: it thought it had never sent out mail for them
before, so that they must be New.
It noticed when you changed something on the bug (since this is one of
the times when it processes mail for bugs) which is why there was no
deluge of 10000 bug report emails sent to gcc-bugs.
